Egyptian billionaire Hisham Talaat Moustafa unveils hospitality hub in Cairo

Talaat Moustafa Group (TMG), the Cairo-based developer led by Egyptian billionaire Hisham Talaat Moustafa, has launched a commercial and entertainment hub at its Celia project in Egypt’s New Administrative Capital, expanding services within the development and reinforcing its strategy of integrated urban communities.

The new destination, branded “The Village,” officially opens this week and is designed to serve the rising number of residents moving into Celia. The project forms part of TMG’s broader strategy to accelerate livability and commercial activity in the new capital as occupancy across its developments continues to climb.

The Village anchors Celia’s mixed-use offering

Positioned as the social and commercial core of Celia, The Village brings together retail, leisure and essential services in a single precinct. Anchor tenants include a Carrefour hypermarket and a dedicated children’s entertainment zone, alongside food outlets, medical and administrative services, cinemas, a bowling alley and an open-air theatre overlooking a central lake.

TMG describes the hub as the “beating heart” of the 500-acre Celia project, which sits in the Green River district and ranks as the largest privately developed integrated community in the new capital. The opening ceremony is set to feature a live performance by Egyptian singer Rami Sabry, underscoring the group’s focus on lifestyle-driven placemaking.

Strengthening TMG’s integrated-city model

The launch underscores TMG’s development approach of combining large residential projects with retail, entertainment and service assets designed to support self-contained communities.

By developing leisure and commercial facilities upfront, the group seeks to lift property values, support demand and secure steady, long-term cash flows from recurring rental and service income across its mixed-use developments portfolio.

Celia joins a growing portfolio of self-contained cities developed by TMG across Egypt, including Madinaty and Noor, which together house hundreds of thousands of residents and generate steady revenue from malls, clubs, schools and hospitality assets.

Positioning for long-term growth

Hisham Talaat Moustafa, who owns 43.16 percent of TMG Holding, has led the developer since its founding in 1974. Under his leadership, TMG has secured more than half of the market share among Egypt’s ten largest developers. The New Administrative Capital remains a core focus as the government relocates ministries, businesses and residents to the new city.

TMG's aggressive construction of supporting infrastructure at Celia puts the company on course to take advantage of both rising consumer spending and residential demand as Egypt directs investment into new urban centers. This marks a key transformation for Celia which has evolved from a building site to a vibrant city, solidifying TMG's dominance in the real estate market.
