Tanzanian billionaire Rostam Aziz has won a key legal battle clearing the way for his Ksh16.7 billion ($130.5 million) liquefied petroleum gas (LPG) terminal in Mombasa. The National Environment Tribunal (NET) dismissed a fresh case brought by Likoni residents seeking to stop the construction, reaffirming the approvals for the project.
The tribunal’s decision removes any obstacles to the regional energy expansion plan of Taifa Gas Investments SEZ Ltd, the company linked to Aziz, Tanzania’s first dollar billionaire. A five-member bench, led by Emmanuel Mumia, ruled unanimously against the residents’ petition, allowing the company to move forward with its construction plans.
Tanzania LPG terminal wins court approval
Earlier this year, residents Mohamed Karungu and Raphael Nyiro filed a suit claiming the Dongo Kundu Special Economic Zone facility posed environmental risks and had bypassed key public consultations.
With the case dismissed, Taifa Gas can now proceed with full-scale development of the LPG storage and distribution hub. The facility, supported by Tanzania’s largest LPG distributor, will have a 30,000-tonne handling capacity and aims to strengthen regional supply chains while lowering energy costs across Kenya.
Mombasa facility set to boost imports
The latest ruling is a key win for Tanzanian billionaire Rostam Aziz and could reshape Kenya’s LPG market. Once operational, the Mombasa terminal is expected to boost imports, increase competition and expand access to cleaner energy in the region.
The facility’s storage capacity will ease supply pressures, reduce reliance on aging infrastructure and create opportunities for other market players. By increasing import capacity the plant aims to stabilize Kenya’s LPG supply and strengthen regional energy security.
The focus is now on how the terminal will affect pricing, distribution and market competition in East Africa. The National Environment Tribunal ruling clears legal obstacles, thus providing investors and stakeholders with assurance that the project can proceed without further interruptions, further solidifying Aziz’s role in the region’s energy sector.
