The eThekwini Municipality has signed a letter of intent with Navigo, a global superyacht industry heavyweight, to develop world-class infrastructure capable of servicing and refitting the growing global fleet of superyachts. The agreement, signed by city manager Musa Mbhele, was formally handed over during Durban's delegation visit to the Yachting Aftersales and Refit Experience conference in Viareggio, Italy, from March 8 to 16.

Navigo president Katia Balducci confirmed the partnership carries ambitions that extend beyond Durban. "This partnership represents the beginning of a historic chapter for Africa's participation in the global superyacht industry. Durban has the vision, the infrastructure, and the commitment to succeed," she said.

Municipal spokesperson Gugu Sisilana said the agreement could unlock more than R1.9 billion in private-sector investment and create over 2,500 direct jobs by 2030 across marine engineering, refit services, advanced manufacturing and tourism. "This is a significant milestone in our campaign to position Durban as Africa's premier superyacht destination," Sisilana said.

The plan centers on a proposed superyacht precinct within the Port of Durban, occupying a 24-hectare site earmarked for ship repair and refit operations under the Transnet National Ports Authority's broader port strategy. The precinct is designed as a facility where superyachts can dock for maintenance, upgrades and full refits before returning to cruising grounds in the Mediterranean, Caribbean or beyond.

The municipal delegation, led by Inner City Regeneration Programme manager Lungelo Buthelezi, spent the week at YARE engaging shipyards, captains, manufacturers and refit specialists. Buthelezi's team returned with more than a signed agreement. Durban will host the YARE Symposium in November, becoming the first African city to stage the event. More than 200 international industry players are expected to attend.

The superyacht refit industry is a high-value, low-footprint sector that draws wealthy vessel owners and their crews into port cities for extended stays, generating spending across hospitality, engineering, provisioning and logistics. Durban's geographic position on the east coast of Africa, combined with its existing port infrastructure, makes it a credible candidate to intercept superyachts transiting between the Indian Ocean and Atlantic.

If the precinct materializes, Durban's harbor will become something considerably more glamorous than a cargo terminal.
