The city of Brownsville, Texas, has approved a $220 million water and wastewater infrastructure agreement involving Elon Musk's SpaceX, while simultaneously disannexing 444 acres of land in Cameron County to make way for the rocket company's continued expansion near the Gulf Coast.

Both measures were passed at a Saturday special meeting of the Brownsville City Commission, marking a significant deepening of the relationship between the municipality and SpaceX, which already operates its Starbase launch facility on the southern tip of Texas near Boca Chica Beach.

The $220 million Memorandum of Understanding is structured to increase water availability across Cameron County. It provides an initial $40 million escrow contribution followed by six quarterly payments of $30 million, capped at a maximum contribution of $220 million. Funding is restricted to qualifying water and wastewater projects and will be released as project milestones are met.

The primary beneficiaries are the Brownsville Public Utilities Board and the Southmost Regional Water Authority. The initial optimization phase, estimated at approximately $46.8 million, aims to increase SRWA water production from 7.5 million gallons to 10 million gallons per day. A potential full expansion to 20 million gallons per day is estimated at approximately $202 million.

The water deal reflects a pattern that has become familiar wherever SpaceX expands. The company's growing operations, including its Starbase launch complex, the Terafab AI chip manufacturing facility announced in August with Tesla in Grimes County, and the new Starbase Louisiana launch site announced last week, all require substantial local infrastructure commitments from municipalities and utilities that benefit from the employment and economic activity SpaceX brings.

The 444-acre disannexation received its final reading approval at the same meeting, following a first reading approved days earlier. The land, described in the ordinance as part of Tract A, Share 7 of the San Martin Grant, is located in Cameron County. SpaceX representatives told the city the land will not be used for rocket launches or testing, suggesting the acquisition is intended for manufacturing, logistics or administrative purposes connected to its broader Brownsville operations.

The dual approvals reflect Brownsville's increasingly central role in Musk's Texas infrastructure ambitions. The city sits at the geographic heart of SpaceX's original launch operations, and as the company's footprint expands northward toward Grimes County and outward toward Louisiana, Brownsville remains the operational anchor from which much of SpaceX's physical infrastructure radiates.

Cameron County's willingness to accommodate both the water infrastructure investment and the land disannexation signals that local governments along the Texas Gulf Coast continue to view SpaceX as a priority partner, even as communities elsewhere have raised concerns about the pace and scale of the company's expansion into their jurisdictions.
