Billionaire developer Hisham Talaat Moustafa is extending Talaat Moustafa Group footprint in education with plans to establish a flagship private university within Noor City, one of the group largest integrated developments east of Cairo.
The real estate and tourism giant announced a strategic alliance with Egypt Education Platform, the country largest education services provider, to develop the university on a dedicated site inside Noor City. The project is designed to deliver high quality higher education supported by international academic affiliations.
The university is expected to address growing demand for private higher education in Greater Cairo, particularly in the eastern corridor where population growth and household incomes have risen faster than the supply of premium university options.
Egypt Education Platform, which is owned by Egypt Education Fund and backed by EFG Hermes, currently operates a broad education portfolio that includes more than twenty schools and pre schools across Egypt. Its institutions offer multiple curricula and serve over fifteen thousand enrolled students nationwide.
The platform also owns Selah El Telmeez, a leading education content developer that reaches between three and four million students each year through learning materials and digital platforms.
The new partnership marks Egypt Education Platform entry into the higher education sector and builds on an existing relationship with Talaat Moustafa Group. Both sides already run five schools in the cities of Madinaty and El Rehab, which serve roughly nine thousand kids in the group residential complexes.
Those schools have done very well in terms of operations, which boosts confidence in the partnership and shows that everyone is committed to providing a good education in integrated urban projects.
Speaking on the agreement, Hisham Talaat Moustafa said the project aligns with the group vision of delivering advanced and sustainable smart cities that combine housing, services and education in a single ecosystem.
He described the establishment of a private university in Noor City as a strategic step toward investing in human capital and supporting the future workforce, while contributing to national development goals and raising the standard of educational services.
Moustafa added that the university will form part of the full range of services offered within Noor City, similar to other Talaat Moustafa developments. He said the goal is to ensure residents and surrounding communities have access to distinguished education that meets international standards.
Karim Moussa, co chief executive of EFG Hermes, said the partnership represents a major milestone for Egypt Education Platform as it completes an integrated education ecosystem spanning early childhood, primary and secondary education, content development and digital learning.
He noted that the university would benefit from an existing network of schools that support long term enrollment growth while enabling the delivery of market relevant university programs. He added that the project also supports the platform roadmap toward a future capital market listing.
EFG Hermes Investment Banking acted as the sole financial adviser on the transaction, which remains subject to regulatory approvals and the fulfillment of agreed conditions.
People who watch the industry say that this decision shows how Talaat Moustafa Group is making education a bigger part of its big urban developments, making Noor City a fully integrated place to live in Egypt.
